As you hint at, by serious crime/scandal standards, the Inspector General's “Report of Investigation” into Stavridis's conduct reads like a nothingburger list of entitlement-driven petty frauds/thefts and abuses of privilege. As such it is almost comical … and that's before considering what business Admiral Mustard may have had in Dijon.

“The use of the word “agile” here made me immediately think of Klaus Schwab of the WEF and his calls for Fourth Industrial Revolution “agile governance” which “seeks to match the nimbleness, fluidity, flexibility and adaptiveness of the technologies themselves and the private-sector actors adopting them”.” — The word that comes to mind is SLIPPERY.

Presented without comment: from Marcia Caller Jaffe's article, professor Jeff Rosensweig is quoted, “Luckily the wedding was always planned to be outdoors in the garden. That combined with vaccines gave us confidence to finally go forward.”
